Clifford Taylor

Cliff Taylor is a fourth generation Florida native.  He graduated from University of Florida with a BA in Political Science in 1973.  Mr. Taylor chose Cumberland School of Law for his legal education.  While at Cumberland, Mr. Taylor met future partner Mr. Tom Hogan.  They both received their JD degrees in 1981 only to go their separate professional ways and one day reunite at the Hogan Law Firm.  After clerking for the Honorable George Orr in Miami, Mr. Taylor began private practice with a maritime insurance defense firm in North Miami Beach.  From practice in South Florida, Mr. Taylor accepted a position with a Flagler County law firm to head its litigation team.   Five years later he opened his own law offices in Flagler and St. Johns counties concentrating on local government, real estate, corporate, insurance, and civil and criminal law.

After successfully winning an insurance fraud case at the trial and appellate level, Mr. Taylor accepted a position with the Florida Office of Insurance Regulation in Tallahassee, Florida to fight illegal and fraudulent practices of registered and non-registered insurance companies. [See Straw v. Associated Doctors Health and Life, 728 So. 2d 354 (Fla. 5th DCA 1999)] After winning two high profile cases at the appellate level at the First District Court of Appeal [See Bertany Ass’n for Travel and Leisure, Inc. v. Florida Dept. of Financial Services, 877 So. 2d 854 (Fla. 2004)] and Fourth District Courts of Appeal [See Robin Hood Group, Inc., v. Florida Office of ins. Regulation, 885 So. 2d 393 (Fla. 4th DCA 2004), he accepted a position as Chief of Litigation with the Florida Department of Management Services, defending multi-million dollar procurement awards at the Division of Administrative Hearings and at various District Courts of Appeal [See United Health Care of Florida, Inc. v. Dept. of Management Services, 75 So. 3d 727 (Fla. 1st 2011); forfeiting pension benefits of employees convicted of felonies related to his or her employment [See Jenne v. State, Dept. of Management Services, Div. of Retirement, 36 So. 3d 738 (Fla. 1st DCA 2010); acting as legal advisor to the State Retirement Commission; and acting as an informal hearing officer regarding state insurance and retirement benefits.

Over the years, Mr. Taylor and Mr. Hogan remained friends and colleagues.  Always admiring Mr. Hogan’s business acumen of running businesses for clients and representing many other varied and exciting businesses, Mr. Taylor joined the Hogan Law Firm at the request of his law school friend in October of 2013.  Currently Mr. Taylor serves as a partner in the firm assisting with the firm’s governmental clients and serving as lead counsel on many civil and appellate cases.  Mr. Taylor is also a member of The Hogan Law Firm’s eminent domain team which assists property owners whose property may be taken by a condemning authority (such as the FDOT, the Florida Turnpike Enterprise, or any of Florida’s 67 counties).  Mr. Taylor has tried over 150 civil and criminal jury trials in twenty-six Florida Counties and is available to assist you with any of your legal questions or problems.
